How to draw cartoons: Think ELEMENTS and FEATURES. Elements are the things like eyes, nose mouth. Features are the SIZE of the nose, SHAPE of the nose.
I start with the eyes. Draw two circles and dots inside them.

Now put in a nose, mouth, hair, ears. Remember to put eyelits
Then do a body if you need one. Just make sure you have all the elements in there.

Legs, body, shoes etc and you are done. NOW DRAW ANOTHER straight away. And Another. You get the idea.

You will need to do some every day to get good, so the next thing you need to think about is a scenario!
A scenario needs a beginning, middle and end. For your first one do something really simple. As a story it could be like this: Frame one, sun coming up, character getting out of bed and stretching. Frame 2 (middle) - character meets someone and something happens (frame 3), and then the end, frame 4 where by the fire at home, say.
